Abstract

This brief paper looks at using Smarter Choices techniques that have been developed to understand how to influence travel behaviour to help design, implement and subsequently operate a PBS. By developing the scheme in the context of a wider Smarter Choices strategy it is considered that there is a higher probability that an effective and sustainable scheme can be designed. The presentation provides a brief description of PBS projects developed to date, including case studies of a number of different types of scheme in operation in Europe, before looking at the steps necessary to design an effective scheme. The steps identified are linked to a behaviour change model to show how this can help contribute to the changes in travel behaviour that are required for a PBS to be successful.
