The 'Rule of Three': A possible solution to the political problem of competing objectives for road pricing

Abstract

Twenty-five years ago (1969)the Smeed Report said that road pricing was technically feasible and enviornmentally desirable. Current (1989) technical developments in electronics and concerns with the enviornmental effects of traffic, reinforce that case.
