Abstract

As the UK puts Lorry Road User Charging back on the agenda, Peter Cerwenka and Olaf Meyer-Rühle revisit the Swiss HGV charging system, which treats congestion time costs as external costs, a concept which has been challenged in the courts by the Swiss road hauliers’ association.
